Thanks to the wi-fi connection that runs between Brighton's two piers, this coastal city has the first beach in Britain with wireless access. The potential to combine sand and study adds to the bohemian, alternative image that both the city and university revel in. Sussex is investing Pounds 50m in new facilities over the next three years. This month's intake will be the first to benefit from two new blocks of student residences on the 200-acre campus, situated in [Falmer] on the edge of Brighton. A massive refurbishment of the 1960s fabric has just been completed, including the arts lecture theatres at the heart of the campus.

The negative publicity the university attracted over its academic reorganisation has overshadowed its overall excellence. The recent controversy centred on proposals to close the much-lauded chemistry department, a proposal dumped unceremoniously after a huge national outcry. Opponents included Sir Harry Kroto, the university's own Nobel prize-winning chemist. Sussex excels in both teaching and research. Two-thirds of all teaching assessments resulted in excellent outcomes and world-class research has been identified in 15 subjects, including (you guessed it) chemistry. Combine this with the seaside location, a vibrant pub and club culture, an arts scene dwarfed only by London and Edinburgh, and a claim to having Britain's sunniest campus, and you have a university very much on the up.

All those whose family income is [Pounds] 17,500 or less will receive a Sussex bursary of Pounds 1,000 in addition to their full state maintenance grant, while those with a family income of less than Pounds 24,000 will be eligible to apply for one of 200 chancellor's scholarships, also worth Pounds 1,000. The awards will favour those with no family background in higher education. It will be possible for the same student to receive both a scholarship and bursary, making a potential Pounds 2,000 available. There will be also scholarships awarded strictly on academic merit.

The arts curriculum was given a full makeover last year, and science subjects will undergo a similar process in 2006. Next year Sussex will add applied languages combined with international relations or linguistics, media studies and music informatics to its arts courses; and biochemistry or chemistry combined with computer science, chemical biology, cognitive neuroscience, and satellite communications and space systems to its science portfolio. Student view: Brighton is a very cool place to be a student. It's chilled out, cosmopolitan, by the seaside, near the South Downs and has some of the best nightclubs in the country. Most people spend their first year living on campus, which is a great way to make friends. The union bars are good, especially East Slope. The campus nightclub, the Hothouse, is passable if you can't be bothered to go into town, but if you're into music you will find places in Brighton that cater for every conceivable taste.

A new medical school launched in conjunction with the neighbouring University of Brighton is the mark of a serious academic player. More than 900 applied to be among the first intake of 128 next month. A Pounds 5.5m medical school on the Sussex site will welcome them. Sussex is also home to the new centre for genome damage and stability, a facility for up to 10 research groups. The academic reorganisation has not ditched Sussex's famous interdisciplinary approach; rather it has made it more explicit and more extensive. English language, drama and music have more than doubled their applicants. New areas such as drama, film and media studies courses have been developed too. Brighton's renaissance and its new city status can only encourage the university's resurgence.

Profile: Sussex will emerge in restructured form next year, after establishing five schools of studies, a new arts curriculum and a medical school - a joint venture with Brighton University. The aim is to increase opportunities for research in health-related fields as well as tackling national staff shortages, and a more flexible curriculum should result. Next month the Freeman Centre will be unveiled, the world's largest research centre devoted to science and technology policy issues, with 200 staff from both Sussex and Brighton. The Genome Damage and Stability Centre opened this spring. Sussex's student profile is defiantly middle-class as it continues to fall short of recruitment benchmarks for the lowest social classes and low-participation areas. However, new initiatives to widen access include a collaboration with the University of Brighton and Chichester College of Higher Education, guaranteeing interviews for applicants from participating schools and colleges in the Channel Islands.

Clinical training will be based at Royal Sussex county hospital, with teaching split between the two universities on their [Falmer] campuses, on the edge of the city. About half the teaching subjects are rated excellent. Economics just missed out; politics and philosophy are the latest additions. Both subjects gave Sussex the radical image it retains today, in the face of a mainly middle class student profile (the university falls significantly short of its benchmark recruitment levels from the lowest social classes and low-participation areas, despite a number of initiatives to widen access).

Profile Once a hotbed of student radicalism, Sussex is now best known for the excellence of its research and teaching. It has established a pre-eminent reputation for much of its research, generating about Pounds 25m a year in contracts, amounting to 35% of its overall income. In the last research assessments, history of art was the top-rated subject; 11 others, including several science subjects as well as American studies, English language and literature, and politics, finished just behind. All were world-class and the university's research profile puts it just outside the top 10 nationwide.

The appeal of University of Sussex v. Commissioners of Customs and Excise concerned the recovery of overpaid VAT. The court held that the claim fell under Regulation 29, which had no limitation period at the relevant time, and so Customs should repay the full amount of under-claimed VAT. The decision seems to be a sound one in that both payment and repayment traders fall to be treated under Regulation 29 with regards to repayment by Customs of under-claimed input tax. To give Customs broad discretion as to when to make repayments on input tax would not only be out of kilter with the Section 80 position but, further, it would surely lead to administrative unfairness.
